With reference to Your Excellency's telegram

of August 8th, to the Secretary of State for the Colonies, in

which I concurred on the understanding that of the German and

Austrian residents in this Colony, 20 were 2nd Reservists and

the rest exempt from Military Service, I have the honour to inform you I have now had the papers of the whole of the German and Austrian residents carefully gone into with the

following result

The increased number found liable to serve is no doubt partly due to the calling up of all reserves and 1st and 2nd

Landsturm.

I would beg Your Excellency to cable home for instructions as to whether those now liable to serve should be interned as prisoners of War in accordance with the Secretary

of States' cable of 7th August.

If Your Excellency desires I will send the Provost Marshal to you with written statements of their liability.
